1. Phone Number Without WhatsApp

If the recipient's phone number does not have an active WhatsApp account, messages cannot be delivered. Verify that the contact's number is registered with WhatsApp using a reliable third-party verification tool.

2. Marketing Template Limit Reached

Meta enforces limits on the number of marketing template messages a user can receive from businesses within a specific timeframe. This restriction is designed to maintain engagement quality and is not specific to your business. If a recipient has already received the maximum allowed marketing messages, further attempts will fail.

3. Unaccepted WhatsApp Terms or Privacy Policy

The recipient may not have accepted the latest WhatsApp Terms of Service or Privacy Policy. Until they do, messages from businesses cannot be delivered.

4. Outdated WhatsApp Version
